The root problem is fixed with https://issues.apache.org/jira/browse/AMQ-3696 but leaving it for 7.1 as there's a bunch of changes at the last minute. We still need to test it with fusemq distro and do branded slave.jsp page.

the blocking on stop was the result of interrupting the start thread before stopping the broker. The lock spin checks stopped state and traps interrupts to retry the wait loop.
That works fine now.
