Add "default" profile to every agent on creating in fabric service

Right now it's possible via the API at least to create an agent without an associated profile. An agent configured as such will not deploy properly as it will be missing key fabric features. So instead, when the fabric service creates an agent it should always create that agent with the default profile. If other profiles are added, they should be added after the default profile so that any config overrides will take effect.
