Turn project approval into a background process

Because project approvals are taking an hour in production, we need to change the approval process so that, when a site admin clicks the approval link, it kicks off a background task that does the actual approval (i.e. create all the components). We can return with immediate feedback letting the admin know that the approval process is in progress. Then, when the approval process is complete, we can send an email letting everyone know the project is now approved.
