The project creation app currently creates the forum for a new project on the phpbb forums. We have switched to the source jive forum so the app needs to be updated to create the forum there with the appropriate permissions.

I don't agree we need to do that. Since the forge now supports mailing most projects can just use that instead of forums. For our larger projects we can create jive forums manually and link to them from the forge.
