The download statistics only increase for downloads that are "tracked"
by fuseforge (its a checkbox in Maintain Downloads). Since fuseforge is not tracking actional downloads (because you are tracking downloads using your actional activation process) that means you won't see those download stats increase.
The download tracking built into fuseforge is still very alpha, particularly with the amount of resources consumed by fuseforge when it serves up the download files instead of apache. There are future plans to significantly improve this by using apache's mod xsendfile, but that has not been implemented yet. So, please do not check the "Tracked?" checkbox in Maintain Downloads for Actional.
