Never transmit or store plain text passwords

Ensure all application logins are done via SSH or SSL and that passwords are never stored on disk in plain text.
This is a large task that is going to need to update the main site apps too.

This issue depends on the main site enabling HTTPS access to the site which is not in place yet. So I don't think we can make it a 1.0 deliverable.
