I just realized that HQ don't like ActiveMQ 5.4 version. It detects a running broker process but don't find matching AMQ version. After short investigation I've found that plugin descriptor for broker don't have proper versions set up.

HQ Agent don't discover ActiveMQ 5.4.2 / ActiveMQ 5.4.2-fuse
