allow Fabric to auto-populate HQ Groups for each profile

We should have a way of marking a profile as being exportedToHQ or not (with the default on maybe?) so folks can by default export all profiles to HQ but disable some of them (e.g. the abstract ones maybe).

Then fabric should automatically update HQ Server's groups to contain all the actual physical containers - so users don't have to do that step manually.

Not sure the best way to do it; a plugin in FMC (which is connected to Fabric) discovering where HQ is running and updating the Groups? Or electing a leader in Fabric to do the posting to HQ server? I guess we need HQ Server to register either with FMC or with Fabric so its easy to discover HQ Server from Fabric?
