Broker should not send advisories for slow consumers or fast producers if the destination in question is an advisory destination already.

The code in the AdvisoryBroker class that sends out the advisory for slow consumer and fast producer doesn't check the destination of those producers and consumers to see if they themselves are advisory destinations. This could lead to some undesirable side effects based on how those advisories are being handled.
