Productions admins like to have good control of what is running on their systems. They hate if stuff is automatically downloading stuff without their consent. They also like to be able to reproduce an install onto another machine.

All the existing execution commands should run in offline mode, meaning that they should not be trying to get updates or install new software.

initial spike of an install command in there now; though its not registering itself in the local db
